As Mr. E. R. Hallifax, C.M.G., C.B.E., is due

to go on long leave on the 23rd January, I thought it best

not to disturb Mr. R. A. C. North, the Acting Secretary for

Chinese Affairs in the duties of his post. Mr. Hallifax has

accordingly resigned his seat on both Councils and Mr. North

will continue to hold these seats ex-officio.
